PSTs cannot be created or added to
Issue
User cannot export to a PST file from Results Management screen Actions options. The Actions Log contains the following error message:

Troubleshooting
Can the user create or add to PSTs in Outlook?
Check to see if the following keys are enabled (non-zero) or disabled (zero) in the registry where {version} is the numerical version of Outlook installed (e.g., 15 for Outlook 2013, 16 for Outlook 2016, etc.):
DisablePST at HKEY_Current_User\Software\Policies\Microsoft\office\{version}\outlook\
PSTDisableGrow at HKEY_Current_User\Software\Policies\Microsoft\office\{version}\outlook\pst\
If the user is unable to create or add to PSTs in Outlook, and either of the two keys specified above are enabled then the following resolution may be successful.
Cause
PST creation (DisablePST) and growth (PSTDisableGrow) can be controlled on workstations via the registry, and may be managed with Group Policy by your IT team. Refer to this article for more detailed information:

Resolution
For effective use of PST’s, it is recommended to disable these two registry keys. The keys in the registry are as follows where {version} is the numerical version of Outlook installed (e.g., 15 for Outlook 2013, 16 for Outlook 2016, etc.). If the value for these keys is greater than 0, the policy is enabled. To disable it, the DWORD value should be set to 0.

NOTE: If Group Policy is in use, it will try to reset these registry values if the workstation is not exempted. You will need to contact your system administrator to make these adjustments.
